National Response Framework

In addition to AHIC 2.0, the National Response Framework (NRF) was released yesterday by Homeland Security. An NRF Resource Center also came online. "The NRF is written especially for government executives, private-sector business, and nongovernmental leaders and emergency management practitioners."

According to the framework,
"A primary role of State government is to supplement and facilitate local efforts before, during, and after incidents. The State provides direct and routine assistance to its local jurisdictions through emergency management program development and by routinely coordinating in these efforts with Federal officials. States must be prepared to maintain or accelerate the provision of commodities and services to local governments when local capabilities fall short of demands."
The framework specifies the role of the Governor, the state Homeland Security Advisor, and the director of the State Emergency Management Agency during an emergency.
